The Cleveland Metropolitan School District’s (CMSD) Project ACT ensures that homeless children and youth have access to the same free and appropriate education all housed students receive within the District. Barriers that may prevent students from attending school are eliminated for homeless students through the advocacy of the Project ACT staff and in partnership with all necessary District departments and community resources. A comprehensive holistic approach is used to deliver direct instructional and support services necessary to facilitate the homeless child’s transition into school, and to ensure the child’s success and ongoing participation in the educational system. Support services include all that is necessary to accomplish this goal of meeting the physical, social, and emotional needs of each homeless child, and empowering parents to support their children in this endeavor. All appropriate resources of the CMSD are employed to achieve this goal.
Through the use of Project ACT’s 24-hour Homeless Helpline, shelter providers have instant access to the CMSD’s Project ACT. Project ACT then begins the process of securing school enrollment, assignment and transportation so that the student is able to attend school within 24 hours. Cleveland Metropolitan School buses provide transportation to students who meet the District guidelines for transportation. When a CMSD bus is not available to a particular location, the student may receive student bus tickets to attend his/her school of origin. Parents are encouraged to keep their students at their school of origin except in cases where there may be safety issues. The parent may decide what is in the “best interest “of the student with regard to school transfer.
Homeless students may be enrolled into the District without a birth certificate, immunization records, and school records. Project ACT secures the necessary documentation. In less than 24 hours, Project ACT obtains birth certificates for students born in Cuyahoga County. All other birth certificates are obtained via fax or mail from the individual county or state agency. Project ACT requests immunization records from previous school districts and health agencies. When immunization records are not available, Project ACT will schedule a medical appointment for the child to be immunized. These appointments occur within 24 to 48 hours after the request has been made. Depending upon the individual circumstances, parents may receive bus tickets or a cab voucher for transportation to the medical appointment. School records are requested via phone from the previous school that the student attended.
Project ACT’s direct instructional and support services include an early childhood program (ages 0-5), and a school-age program (Grades Kindergarten-12). The school age program incorporates homework assistance, tutoring, educational enrichment opportunities, and support services. Advocacy for parents and students is provided by Project A CT staff in the schools and in shelters to ensure that t he homeless student receives all services for which they are entitled. Project ACT serves children and youth residing in 17 temporary emergency and transitional homeless shelters. Doubled-up homeless students are identified to the project by school personnel and community agencies and receive available resources and support services as students residing in shelters.
Staff development workshops are provided and presented for school district personnel in Responding to the Needs of Homeless Children and Youth. Community awareness presentation- or the issues of home children and youth and community service learning projects are designed and developed with schools, universities, and various community organizations.
